The state has an estimated population of 15,749 persons with disabilities in a total of 1,457,723 people. Goa has framed one scheme under education, six schemes under skill development and employment, five schemes under social security, health, rehabilitation and recreation, and four schemes under schemes and policies for organisations and individuals for disabilities. 1. State Policies for Persons with Disabilities a. Goa has framed the Goa Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1997. b. The state has formulated the State Policy and Plan of Action for Differently-abled Persons to implement the provisions under the three central laws. 1. General Entitlements a. Goa provides scholarship to students with disabilities as per the rates given below:

Go to top 4. Skill Development and Employment a. The State Policy provides for three per cent reservation for persons with disabilities in all identified state government posts. b. The Goa Grant of Financial Assistance for Undertaking Gainful Employment by the Physically Handicapped Persons Revised Rules 1996 provides financial assistance to persons with disabilities for setting up enterprises for self-employment. Financial assistance for activities will be in form of subsidy of 25 % and loan of 75 % which will be interest free and payable in 10 regular yearly installments. c. Best employer award of Rs. 25,000 is given annually to one autonomous / private employer for providing employment to persons with disabilities. d. Best employee award of Rs. 25,000 is given annually to three disabled employees, one each in the categories of visually impaired, hearing impaired and orthopaedically disabled for outstanding performance in the workplace for three consecutive years. e. Incentive is given to private employers to providing employment to persons with disabilities.

f. State government employees with disabled children may apply for voluntary retirement after 10 years of service. Application is to be submitted to the appointing authority.

4 Social Welfare Department No. DSW/50-378 2006-07-HC • Incentive to private employers for employing disabled persons. • Employees should be at least 40% disabled.
5 Social Welfare Department No.50-305-2009 10-HC Voluntary retirement for state government employees with disabled children.
Go to top 5. Social Security, Health, Rehabilitation and Recreation a. The government provides disability pension to all persons with disabilities under the Dayan and Social Security Scheme as given below:

b. Goa provides a marriage grant of Rs. 50,000 for the marriage of persons with disabilities. c. Persons with disabilities are provided reservation in the flats constructed under the Goa Housing Board and landless disabled persons have been notified as one of the category for the Article 334-A of the Legislative Diploma No. 2070 (code of Communicate). d. The Goa (Grant of Financial Assistance to Persons with Severe Disabilities) Rules 1997 provides an amount of Rs. 20,000 to a person with severe disability that will be deposited in a fixed deposit jointly in the name of the director (by designation) and the beneficiary or in the name of the parents / guardian in case of minor beneficiaries with mental retardation for a period of 10 years.

The state policy provides that all public buildings, public places and transport services will be made barrier free through design changes, use of appropriate material and strict adherence to building by-laws. b. Persons with disabilities are provided free transport facilities on all buses, including shuttles that belong to the state transport corporation upon production of identity card.

Go to top 7. Certification a. Goa has not implemented schemes / policies in this category. Go to top 8. Schemes & Grants for Organisations & Individuals for Disabilities a. The government provides funds to non-governmental organisations for construction of schools for children with visual impairment. Funds include a non-recurring grant of Rs. 50,00,000 (Rupees 50 lakh) for construction of the special school for a minimum of 30 children, a recurring grant of Rs. 1,00,000 every three years for purchase of materials and a grant of Rs. 1000 per month for each student for maintenance. b. The government provides funds to NGOs for construction of residential schools for children with mental disabilities. Funds include a non-recurring grant of Rs. 50,00,000 (Rupees 50 lakh) for construction of the residential school with a capacity of 30 members. Funds also include recurring grants of Rs. 1000 per month as maintenance towards each student, an honorarium of Rs. 4000 per month for the warden, honorariums of Rs. 2000 each per month for a cook, attendant and sweeper, and honorariums of Rs. 5000 per month each for three teachers. c. The government of Goa presents the best NGO award of Rs. 25,000 and a certificate of appreciation to one NGO annually. d. Goa implements a scheme for social audit to be carried out by an NGO. The NGO will be given a maximum of Rs. 2,00,000 per calendar year to carry out activities related to IEC, capacity building and social audit for activities under the Persons with Disabilities Act, 1995. For the purpose of capacity building, the NGO should hold workshops and seminars for important stakeholders of the private and public sector. e. Goa provides grants to NGOs in the sector of disabilities to set up Braille libraries for the visually impaired. f. Financial assistance is provided to NGOs for running day care centres for persons with disabilities and mental disabilities. g. Goa provides financial assistance to NGOs / special schools for setting up a physiotherapy centre. h. Goa provides one time grant to NGOs / special schools for purchase of buses.
